The earliest available Razor Fang is hidden on Route 214, south of Veilstone City.
It can be obtained at any time after beating Leader Fantina at the Hearthome City Gym.
Start by heading to Veilstone City and move eastward from the Pokémon Center. Then turn south at the corner.
Continue southward and leave Veilstone City using the southeastern entrance gate.
Continue south on Route 214.
